Spanish authorities are examining communications between train-control personnel and drivers after one high-speed train apparently received clearance to move while another had stalled ahead. The death toll has risen to at least 69, making the crash one of the deadliest recent transport disasters in Europe. The investigation remains ongoing, and officials have not yet established criminal responsibility or a definitive technical cause.
