Putin said ongoing international conflicts are highly likely to continue as global power shifts, while specifically warning Western countries against threatening Kaliningrad, Russia’s exclave between Poland and Lithuania. The statement comes amid heightened tensions surrounding the war in Ukraine and Moscow’s repeated assertions that it would defend the territory with its full arsenal. The remarks have not been accompanied by an announced military action, but they represent a significant escalation in rhetoric because they explicitly connect a regional confrontation to a nuclear threat.
