The attack comes as U.S., Ukrainian and European officials pursue discussions aimed at ending the Russia-Ukraine war, while Moscow has indicated that an immediate resumption of peace talks may be unlikely. Reporting also points to a broader pattern of deadly Russian attacks, including a strike on civilian buses that reportedly killed 33 people, leaving diplomacy set against an intensifying humanitarian crisis.
